AUBURN PARKS AND RECREATION COMMISSION
JULY 7TH, 2003 - at Harmon Playground

MEETING MINUTES

Commissioners Present:  Joe Leogrande, John Donovan, Mary Impaglia, William Jacobs, Cody Laxton, Connie Laxton, Mark Locastro, Charles Savage

Excused: Chris Bennett-Collins, Charles (Zinc) Ladouce, David McCarthy, Mary Ellen Perry, Barbara Speck, Michael Speck, Barb Spicer

City Representatives: Jerry Delfavaro, Mike Talbot

Visitors/Public Heard: John McCarthy, Dr. Karpinski

John McCarthy - Tree by Dr. Karpinski's gazebo & monuments located at Hoopes Park - He thought there was a moratorium on monuments and says there has been two added since law was placed.~ He feels we need to develop a master plan for the park or it could look like St. Josephs Cemetery. A plan would designate where in the park benches, trees & plaques would be placed instead of just dropping them any where in the park.~ Mr. McCarthy also stated he didn't feel the tree planted by Dr. Karpinski's gazebo was intrusive & didn't block the view of gazebo.~ Also complained about color of fence painted by an adjoining neighbor of the park.

Dr. Karpinski - complained of the band stand repair, electric outlets not in, pieces of molding missing after being told they would be replaced over a year ago.~ He also offered to buy~fast growing trees to hide fence of adjoining neighbor of the park but had not heard back from Jerry DelFavero.  Now it would have to wait until fall.~ Dr. Karpinski also feels the tree & monument placed near the gazebo is intrusive to the view & in violation of the existing law.~ He believes that is no place for a memorial & was not flush to the ground & wants both to be moved to a more suitable location or he will pull his future TRUST for the city.

Mr. Pysniak owns the property of the fence Dr. Karpinski & Mr. McCarthy are complaining about.~ After reviewing photos it appears there are fences inside of fences Mark Locastro & Bill Jacobs have offered to speak to Mr. Pysniak about the fences to see if he could do something about the situation.

Mike Talbot Report - Kiwanis of Fleming will be selling refreshments at music and movies - Soap Box Derby kick off Aug 2nd (must be city resident) - Park Benches - eleven are in stock frames and have to be built - Summer Olympics not sure if there's money in the budget - Slide is in @ Melone, not yet @ Benton - Market signs are being handled by Downtown Bid - Auburn Celebration Jerry to provide 10-12 tables & 30 chairs

John Donovan said the Centro Bus will run to Casey Park by request - can't advertise this because has not been officially been given the O.K. to do so.

Due to rain meeting broke up - Cody Laxton did suggest our next meeting be held at Hoopes Park gazebo so Commissioners could see for themselves the situation of the fence, tree, benches & monument in question. All in favor.  Next Meeting August 4, 2003 @ 4:30
